	  	The third National AIDS Stategic Plan by the National AIDS Control Council launched by Prime Minister Raila Odinga 12 January 2010 will address HIV/AIDS prevention with couples with different HIV/AIDS statuses, commercial sex workers, orphans, vulnerable children, migrant workers, the military, police, survivors of rape, drug injecting users, and men who have sex with men as the most at risk populations. HIV/AIDS related deaths have falen by one third since 2002 and continue to decline. DN
